Lance Lindauer, Executive Director

Lance Lindauer is an entrepreneur and business strategy, operations, and public policy consultant with experience in the public, private, and nonprofit sectors--notably in finance, life sciences, and national security policy. Prior to PART, Lance served as Director of Operations for the National Defense Research Institute at the RAND Corporation. In addition to his Executive Director responsibilities at PART, Lance works with RAND’s inaugural Director of Innovation Architecture on business operations, and is an Adjunct Professor of Intelligence Analysis at La Roche College, amongst other consulting endeavors. He has a B.S. in Economics and International Business from WV Wesleyan College; an MBA in International Economics from WV Wesleyan College; and a Masters in Public and International Affairs from the University of Pittsburgh's Graduate School of Public and International Affairs (GSPIA), where he was a U.S. Department of Education Foreign Language and Area Studies (FLAS) Fellow.

Rachel Dzombak, PhD, Consultant

Dr. Rachel Dzombak is a design strategist, researcher, and educator. She is on the faculty at Carnegie Mellon University, where she teaches innovation across engineering, computer science, and public policy. She is also the founder of The Hearth, a consultancy that supports people and organizations to solve problems that matter. She currently advises public and private sector organizations on adoption of AI, digital transformation, and implementing innovation processes. Her work is grounded by a human-centered design process and a systems-oriented mindset. Rachel holds her PhD in Civil and Environmental Engineering from UC Berkeley. Prior to Berkeley, she co-founded a preventative medicine company which operates in Nyeri, Kenya. Rachel also holds a BS from Penn State University in Bioengineering.

Mike Zula, Consultant

Mike Zula received his J.D. from the University of Pittsburgh School of Law and his B.A. in Philosophy of Justice, Law, and Values from The Pennsylvania State University. While at Pitt Law Mike was the President of the Student Bar Association and a recipient of the Dean’s Scholarship. Mike was a research assistant to Professor Michael Madison (Governing Knowledge Commons) and Professor Ann Sinsheimer (Resilience and Adaptive Mindset). Throughout his academic pursuits, Mike focused his studies on emerging technology, intellectual property, innovative problem-solving, and global citizenship. Mike is active in the Pittsburgh community and serves on the board for Stonewall Kickball Pittsburgh, as Communications Director for Penn State’s Blue-White Ball, and as a fitness instructor. Mike regularly assists the Executive Director with projects that advance PART’s mission and is currently working on expanding PART’s role in education and public policy.

Grace Evans

Grace Evans is a student at the College of William & Mary, pursuing a B.A. in International Relations with a concentration in Latin American studies, and a minor in Data Science. Born in Pittsburgh and raised between its suburbs and Amsterdam, she developed profound interests in foreign policy, language, and economic development. While in high school, she applied these interests by developing a program to facilitate cross-cultural connections between Pittsburgh and Kenyan students, as well as her work for Urban Impact, a community-based non-profit, and Metz Lewis, a local law firm. At William & Mary, she continues to foster these interests through her membership in the International Relations Club and Alexander Hamilton Society. Grace graduated from Quaker Valley High School and hopes to continue giving back to the Pittsburgh community through her work as an intern for PART, focusing on digital marketing, solution-driven research, and curriculum development.
